elying on the "Three-in-One" Belt and Road International Industry-Education Integration Center and supporting industry-education cooperation platform developed by FOTIMA GROUP, Sichuan Modern Vocational College and Kazakhstan’s Atyrau Oil and Gas University formally signed a strategic cooperation agreement. The partnership creates a brand-new two-way school-enterprise linkage framework within China-Kazakhstan energy sectors, opens exclusive industrial access routes for Sichuan energy enterprises expanding into Central Asian markets, and stands as a landmark achievement of FOTIMA’s deep engagement in Belt and Road industry-education coordination and its efforts to advance the global outreach of China’s vocational education.
 
The signing ceremony was hosted on the campus of Sichuan Modern Vocational College. Lu Yizhen, Director of the China International Office of Atyrau Oil and Gas University and the person in charge of developing FOTIMA GROUP’s "Three-in-One" industry-education integration model, together with Zhou Yuyu, Vice President of Academic Affairs of Sichuan Modern Vocational College, signed the cooperation agreement on behalf of their respective institutions. Powered by the cross-border industry-education service platform constructed by FOTIMA GROUP, Atyrau Oil and Gas University, a top-tier energy university in Central Asia, has officially joined the cooperation system. Sichuan Modern Vocational College is officially accredited as its Chengdu China Research & Study Base and International Training Partner, enabling two-way sharing of educational resources and seamless industrial resource alignment between Chinese and Kazakh institutions.


Situated in Atyrau, the core energy hub of Central Asia, Atyrau Oil and Gas University ranks as the leading higher education institution specializing in oil and gas disciplines across the region. It has decades of experience in energy discipline development and controls abundant local energy industrial projects and extensive industry resources. Drawing on years of expertise in Belt and Road cross-border industrial services and transnational school-enterprise collaboration, FOTIMA GROUP has pioneered the innovative "Three-in-One" Belt and Road International Industry-Education Integration Center model. This model has been fully deployed and operated at numerous universities across Central Asia with proven mature operational cases. As the core driving force behind this strategic partnership, FOTIMA GROUP leverages the full-spectrum cross-border service capacity of its Belt and Road Commercial Service Center to build an integrated service system covering talent training, technology export and market expansion, delivering mutual two-way benefits for all participants.


In the field of talent cultivation, the platform will launch two-way student exchange programs, cross-border study tours and joint energy research projects between the two universities. It aims to cultivate interdisciplinary international skilled professionals who master Chinese technical standards and are well-versed in the operational norms of Central Asia’s energy industry. FOTIMA will integrate industrial technologies and oil and gas practical training resources from cooperative enterprises, while exporting bilingual curricula and standardized training systems. This supports Sichuan Modern Vocational College in exploring systematic pathways for Chinese vocational education curricula and training equipment to go global, advancing the national strategy of Vocational Education Going Global.


In terms of industrial services, FOTIMA takes Atyrau Oil and Gas University as its strategic foothold in Central Asia to launch a dedicated green channel for Chengdu-based enterprises entering Central Asia’s energy markets. On one side, it connects energy technology and equipment manufacturers from Chengdu with local oil and gas engineering projects in Kazakhstan, providing all-in-one services including local channel development, compliance consultation and industrial settlement support. On the other side, it introduces advanced Chinese equipment, production techniques and technical solutions to Central Asian energy projects, building an unobstructed two-way circulation channel for China-Kazakhstan energy industries.


Lu Yizhen, Director of the China International Office of Atyrau Oil and Gas University, delivered the following remarks:

"The 'Three-in-One' Belt and Road International Industry-Education Integration Center serves as FOTIMA’s core platform to deepen its presence in Central Asian markets and link educational and industrial resources between China and Kazakhstan. The designation of Sichuan Modern Vocational College as our research, study and training base in China represents a milestone rollout of this model for energy majors. Backed by FOTIMA’s full-chain commercial service platform, our partner universities will not only conduct joint talent training but also function as reciprocal strategic bridgeheads for industrial connectivity between China and Kazakhstan. This arrangement allows Chengdu enterprises to establish operations in Central Asia efficiently and enables Central Asia’s energy industry to access cutting-edge Chinese technologies. The signing ceremony signals that China-Kazakhstan energy industry-education integration has entered a new phase of substantial upgrading."

Zhou Yuyu, Vice President of Academic Affairs of Sichuan Modern Vocational College, spoke highly of the transnational cooperation platform built by FOTIMA GROUP. He commented:
